The latest draft continues to blur the rather substantive differences
between the two tree walks.   Important details get lost with no clear
place to add the text needed to fix omissions.   For example, the first
tree walk terminates in four different ways, and each termination method
has different wrap-up steps.   Can that information be gleaned from the
current document?    Can you even find the right place for it to be
inserted?

Organizational domain search and default policy search are described
separately, as if they are independent activities, yet they are actually
performed as a single step.

I am not sure how we evolved to the current outline, but the one that I
think we need looks like this:

.2 Exact-match policy check and exact-match identifier processing

.3 Organizational domain and default policy tree walk
 .3.1 Determine if tree walk is needed
 .3.2 Processing steps at each iteration
