I made a git pull request which is intended to include the changes that
Barry
and Scott recently proposed. I also did a little editorial cleanup on the
way clearing up some grammar and tagging the **MUST** and **SHOULD**

PS: if you see some odd looking git commits, I accidentally checked the
changes into the main branch, reverted them, them put them in a separate
branch for the pull request
