I can believe that's the case for people you know, but none of us know "most 
technical people".

It's more likely that most actual technical people don't understand
what DMARC does and doubly don't understand the tradeoffs between
blocking malicious mail and losing legit mail that DMARC can't
describe.

I hope I don't have to explain how deeply the IETF does not care about 
deliverability.
