I implemented it the way you suggest, for each message, generate a random number between 0 and 1, and skip the DMARC evaluation if it's more than the pct value. The problem with pct is that ramping up the percent doesn't tell you anything useful, since you can't predict what will be treated how. It's a lot better to set the TTL on your record to a few seconds, then change it to p=reject, and see what you get back. If you're seeing a flood of unexpexted rejections, quick flip it back to p=none until you figure out how to fix the problem.
