For what it's worth, I agree with this custom and have always wished
the RPC would change the citations to look like that when it makes
sense
I don't mind either form. I just think we should use one form
consistently throughout the document.
It would be awesome if xml2rfc did this automatically.

This seems like something that should be select-able at document
rendering time. Could turn it on when you visit rfc-editor.org to read a
new (to you) RFC, leave it off when you're checking something you're
familiar with.
