(Failure of Working Group to Fully Address Indirect Mail Flows, Per
Charter) and contains text suggested by John Levine in pull request 160
<https://github.com/ietf-wg-dmarc/draft-ietf-dmarc-dmarcbis/pull/160>.

It also includes the modification of a non-ASCII single quote to an ASCII
one, which for some reason appears in the diff file
<https://author-tools.ietf.org/iddiff?url2=draft-ietf-dmarc-dmarcbis-35> as
the change of essentially an entire paragraph.
