I've chased my tail around this one for a bit today, and I think it's
okay as is. So, +1.
There are some reasons for limitations on failure reporting from RFC9091
that should perhaps be carried into the failure reporting document, but
that's nothing to do with this Issue. (And more on it later in a
separate thread.)
