IMHO, the generic steps for a DNS Tree Walk *can be amended* by making it stop
at step 2 also if the record has psd=y. In that case we must reword step 2 in
Section 4.10.2 to say that the domain where the tree walk started is the
Organizational Domain.
Note that stopping also for psd=y is the only difference between step 2 and
step 6. So, if this modification is accepted, step 5 can just say "Goto 1."

I don't recall we considered PSDs whose subdomains are PSDs where the parent
forgot to publish psd=y. Daniel-t brought up that issue in github.
