This version includes the following differences from rev -35:

   - Added text to the Tree Walk, step 2, to stop the tree walk if a
   "psd=y" tag is encountered (issue 156)
   - Tweaked the last paragraph of the text John submitted for issue 155
   - Corrected John's email address

I also am using what's effectively a new laptop to work on these revs, and
so I had to rebuild my work environment, and I'm concerned that I may
perhaps being using a wrong version of xml2rfc, as I note that where
Normative References and Informative References both used to be their own
sections (11 and 12, respectively), they're now both subsections of a
section titled "References", but that's small beer to be worked out by
editors, I'd guess.
