That seems reasonable.

Badly, I'd say. At this point I think it makes sense to make the spec
describe the reports that people actually send. Given that a lot of
reporters are still sending zip rather than gzip files, which we
changed over a decade ago, it seems unlikely that any changes we made now
would actually happen.
