The content remains in the other two documents in the set, and this
section basically includes them by reference - which is what the
aggregate reporting document does WRT DMARCbis.
I don't think the second paragraph ("Organizational Domains are only an
approximation of actual domain ownership") is adding much, now that the
referenced Privacy and Security Considerations sections have been
expanded. It's been sitting there since draft -01; I'd vote to remove it.
