Just as I thought, it *is* on github:

But somebody forgot to package it. Coughs coughs ahem. :D
The strange thing is, inside the release, std/internal/windows does
exist...but it's a .d source file, not a directory. It appears to be the
advapi32 module. I haven't checked to see whether or not it's *exactly* the
correct version.
