Hello again.

This is the revised version of On Demand Mobility Management draft.

The essential difference between this version and the previous one is the 
change of semantics from "Home Anchored / Access Anchored / Unanchored IP 
addresses" to "Fixed / Sustained / Nomadic IP addresses". This change was based 
on the comments we received in earlier discussions.
