Individuals can ask IANA to assign port numbers for their applications, I
think. In this case Kimmo asked in the name of 3GPP CT4
in 2017 as the recording shows.
I don't think there is any associated draft as PFCP which is a UDP
application was defined by CT4 much like GTP-U.
If you remember Cameron used to say that are a lot of protocols used in
practice defined elsewhere not in IETF.
