Title: Mobility Management for Satellite Network Operator Collaboration

This draft discusses mobility management challenges arising from
inter-constellation sharing among satellite network operators (SNOs),
and presents an architectural framework to mitigate frequent inter-SNO
handovers in collaborative LEO networks.
