Pretty much all the plugins/VSTi's I use have very good CPU usage and don't really cause a problem.. Even with 15-20 tracks..
How much delay/'system lock' the plugins cause is a combination of your hardware, drivers, OS and OS configuration.... You might find that your new soundcard improves things.. Other than that, RAM is always a cheap thing to upgrade!
