A new soundcard wouldn't help, just help you lower your latency, would allow
you to have a more flat frequency response and sound quality, and would give
you support for samplig rates higher than 44.1 khz, quality and multiple ins
and outs... but no better CPU performance, AFAIK.

Well, actually, some soundcards, such as Creamware's Pulsar will allow more
process to be done realtime, due them havin' DSPs for the matter... but that
will only work with plug-ins written for those soundcards... Anyway, they're
so expensive. so maybe a better solution will be either upgrading your CPU
or trying VST link with another cheaper comp? (Has anyone tried??).

In any case, if your CPU meter is running high, you should try different
plugins (some of them use an insane amount of CPU!).

You said you've tweaked a lot your system... make sure there are no unneeded
apps running in the background. Run msconfig to see a list of apps launching
at startup, and untick those you don't need. Also if you're using XP, you
can disable most of the default services... check out http://www.musicxp.net

I don't know for sure, but I've tried a little performance booster app
called HARE (http://www.dachshundsoftware.com/) with positive results...
Haven't done intensive testing on this, though.
