Ok, basically you can safely ignore this message.  Basically the
'problem' is that DNews looks at pile 4 and
sees it contains more news than it's allocated 1% of spool so it decides
to expire some news.  Now DNews needs
to expire an entire bucket file at a time.  But if the pile is small and
this is the only bucket file it can't
delete it because it would loose all the articles in the newsgroups in
pile 4 which is obviously not desirable.
So instead it logs this message and carries on.  If you want you could
avoid this message by reducing the bucket
size to say 1Mb in dnews.conf (bucket_size 1000000) but as I say it's
not critical and you can safely ignore that
message.
