I'm assuming the ***'s are not really in the newsfeeds.conf file, and that you
do have a me feed at the top of that file?
Ok, it looks like it can't connect, try
tellnet upstream.news.feed 119
and see if it responds.
Also I would remove the word 'builtin' from your feed entry it conflicts with
type 'dfeed' and may be causing a problem although I doubt it.
