No I don't think so. You could try it to be sure but it certainly
isn't intended that they should.
Currently the only way to re-apply filter rules is to use
tellnews rebuild_rules
which applies them to all existing items, and can therefore be
rather dangerous as it's irreversible if you get the rules wrong and
it deletes something or everything !!
