Yes, it appear the system you are trying to articles from does not allow
sucking/pull feeds.
Probably they have another host that you should be using. You need to
contact them and ask which host to suck news from.
And for sending news you may need to change the type in newsfeeds.conf
from 'posting' to builtin (or back) but get the incoming feed working first.
