There's nothing built into webnews to handle this.

I believe you could use our netauth http://netwinsite.com/netauth product 
to implement this, it's intended for use with email but
fundamentally it handles web based account creation, you would have to set 
dnews to use
a spawned authent module e.g. nwauth which netauth will also use.
