I think what you need to do is to add to dnews.conf
post_route true
And ensure in newsfeeds.conf the exclude settings are correct.
If that doesn't fix it try and trace it through again to be sure it is
really doing what you
describe as it doesn't quite make sense to me, it is possible you are just
seeing a time
delay on the outgoing posts, anyway try this.
post the message on exchange
Check dnews.in as the message arrives in dnews
check dnews.out showing the message going upstream
Try 'tellnews requeue' to force waiting items to be sent.
