Yes, basically
0) copy your existing db*.itm files to another backup tape incase this goes 
wrong :-)
1) modify expire rules so old buckets won't be immediately deleted (again)
2) restore db*.itm to a temporary directory
3) Copy any db_NNN*.itm file to the real spool area but only where a file of
the same name doesn't already exist
4) start dnews
5) tellnews rebuild_index

This is not definitely going to work, it depends how long since the files 
were backed up.
