You need to block access completely from the invalid ip ranges, e.g.

*:logoff:::*
your.domain.*:read,post:$lookup$:$lookup$:*
your.domain.*:read,post:::*

You must have 'no' rules that start with *:read,post.  The problem you are
seeing is you are allowing authenticated users to login from outside the
local domain, and as such dnews must let them connect and wait for them
to login.
