Hmm, thats tricky, there is no real difference between the example
and a real attachment. Except the encoded text is faulty, and will
probably cause clients to do weird things on occasion.

I suggest you simply disable the rule if you want to allow
jokes like this, there is no mechanism to stop checking at a
particular line in the message.  You would have to use an
external filter to get that level of control.
