Try this
         telnet 212.95.128.244 7119
         helo <cr>
         <cr>
You should then see a web page appear, if not or if telnet fails to connect
then either dmgrsvc is not running or your ip address is not 212.95.128.244
or you have some firewall software blocking the port 7119

You can try this instead:
         telnet 127.0.0.1 7119
         helo <cr>
         <cr>
IF that works then you can select that address as a remote system in
dmadmin

If that also fails I would bet on the firewall or networking configuration
problem.
