That looks correct, you also have to be getting control* news messages, if
you have a sucking
feed you would have to cached the relevant control groups and suck them.
Also check for control*.* log files, e.g. control_newsgroup.doit,
control_newgroup.log ...
Lastly check you have an smtp feed in newsfeeds.conf
