Yes the problem is almost certainly that the upstream server is not
configured to take posts from your system. Are you able to post to this
server using a news client?
It may be that they require upstream posts to use a different type of feed.
Check with the provider to ensure you do have the correct type of account.
Also, follow the instructions on this page for debugging feeds

Most likely you need to change
type builtin
to
type posting
in newsfeeds.conf.
