We don't use a very hard and fast system, we use a gradual release system
so that if there is a fault it will be less likely that 'everyone' has
installed the faulty version before it's reported.
Anyway roughly every 3-4 months we decide we are particularly confident
in a version and then we make it the release by moving it into the
release directory and re pointing the download web pages to it.
And then intentionally at a different time we send out a mail to the
mailing list above.
