Do you mean if they use the IP for a single post, but not others? The best solution to these problems is to authenticate all users. Then anyone who abuses the system can be denied access by their user name. If you aren't authenticating users, you need to set spam filtering rules to block them by their e-mail address or other information. This is all easy to change however, and won't stop a determined users. It may also stop some other legitimate users from posting.
