The relevant settings are mainly in newsfeeds.conf. There are three things
to check, all under the 'site' entry for the upstream feed you are sending
to.

1/ That 'onlyposts' isn't defined under the feed. This will restrict the
outgoing feed to only items posted locally.

2/ The exclude rules do not block the users items from going upstream.

3/ Rule-based filters aren't preventing the posts from being sent through
this feed.

If none of these exist, the posts should be going upstream. If you suspect
otherwise, please try to find an item submitted by the user you wish to feed
items for on your upstream server by message id.

This should confirm if the item has been sent upstream or not. If not,
please send us ([EMAIL PROTECTED]) the messge source as an
attachment, and your newsfeeds.conf and dnews.conf files to check, and we'll
see if there are any obvious problems.
