Assuming the remote end has been configured to send based on the DNS name
rather than the IP, and that the DNS records have been correctly updated,
yes.

NNTP does not make use of hostnames directly. You are only using IP
addresses in access.conf, so only this needs to be correct. In either case,
it will apply only to the remote end, and not your own reverse
lookup/hostnames. The exception is if they are doing a reverse lookup before
sending to you, but that would be highly unusual.

Yes, these also apply to incoming feeds, and you don't need to do dns
lookups as you are using IP addresses in access.conf.

Does it log timeouts? An MTU issue caused by ICMP packets being dropped by
over-protective firewalls between your system and the remote server would
not be logged as an MTU error.

You can usually get away with doing this -

    tellnews getgroups server.example.com

(I.e. just use the server name in place of the feed number)

The correct way is to get the active file, see
http://www.netwinsite.com/dnews/feedsin.htm#3

Alternatively you can configure DNews to automatically create new groups it
sees, but this isn't recommended.
