This header is intended for tracking abuse, so by default it has to
be 'reliable' or it would be of no value and allowing users to change it
makes it virtually useless. 

Sorry there is no setting to stop it being removed from incoming messages, however you 
can stop adding it by setting:
        POST_NOTRACE true
in dnews.conf, that may make your users happy as they will then not want
to try and hide it by adding their own.  If that is not sufficient then please
get back to me.
