Dima, 
if the issue with xfce4-power-manager ( or other package ) is just a
line in "Recommends:" but it doesn't really need any other change in the
code and/or package build, we can just set an extra-override line in
amprolla to modify the Recommends attribute of the package on the fly
without even import the package and using the one from debian as-is

If this is the case, just open an issue on 
https://git.devuan.org/devuan-infrastructure/Indices

indicating with package need which override
