If you install the Debian apache2 package on some machine but don't do
anything beyond that, it'll server a default web page stating "It
works!" plus some boilerplate text stating that "no content has been
added yet"[*]. The page you got is a more colourful variant of that for
a different web server, IOW, someone installed this server on
git.devuan.net but didn't do anything beyond that.

    about how "unprofessional" this would be,

    I figure this must be some of these strange/ crazy people who
    consider "men costumed as women" the be-all and end-all of "light
