One acronym. IPMI. When it is truly important, use real server hardware designed to be remotely managed. In a worst case scenario like you describe you might need a Windows PC on your end to use the full featured vendor supplied IPMI client tools that let you remote mount a USB stick or CD to a machine but it can do it. Of course now they are pushing the almost entirely closed Intel AMT stuff. Bleh.
