In fact, does linux-libre differ in any way but the inability to load non-free firmware? Which offers no benefits over simply not installing such firmware. Likewise, you don't need a complete distro; Debian/Devuan come with free software only, by default -- to get non-free parts you need to opt-in by adding non-free to your apt sources.
