Bingo. I got right to the net. Now I'm confused. It would appear that
Devuan is distributing a non-distributable firmware file in its live cd
.iso, and, the netinst.iso does not have it, or, its distributing a
distributable firmware file that works on the C700 but is not included on
the netinst.iso (for reasons not yet understood), or, the netinst has the
wrong instructions for obtaining the correct .fw file for the C700.

Exactly what non-distributable file are you talking about? (Full path,
please.)
According to the debian wiki, your wireless interface, BCM4311 requires
the firmware-b43-installer package. That package was installed when the
iso was created in live-sdk, because I included it in the package list.
The following broadcom firmware packages are included in the desktop-live
b43-fwcutter
firmware-b43-installer
firmware-b43-legacy-installer
firmware-bnx2
firmware-bnx2x
firmware-brcm80211
The license information is in the copyright file for each of those
packages under /usr/share/doc. They are all distributable.
Some wireless firmware packages require an agreement. None of those are
installed.

It was not my intention to imply that Devuan would ship something that wasless
than upright. The statement was part of a larger logical statement of the only
possibilitiesfor the observed indications. What I meant to say and did a poor
job of it is that the Live CD .isoof Devuan contains included packages that
make it possible for it to reach the internet on the C700.
This is not the case for the Netinst.iso. Within the packages you have so
carefully noted, is the file containing the firmware needed for the C700
wireless adapter card. I do not know the name of that file. Knowingthat list
of packages, I can now begin to learn how to search those packages for .fw
files in order to determine thecorrect file. The netinst.iso asks for the
file named ucode13.fw which it cannot find in either the b43 or the
b43-open directories. This leads to the logical conclusion that either the
netinst.iso is asking for the wrong.fw file, OR, it is not looking for it in
the right place. From all that I've studied so far, this is an inheritedstate
of affairs for Devuan. Sorry if I'm not as clear as I'd like to be. I find
myself walking among giants here but I
love Linux/Unix because of its logical and consistent approach to an OS.
However, I find that "Linux is a dance you learn as you go" (with apologies to
the song writer). Question: What packages are included in the netinst.iso for
the BCM4311?
Thank you again.
