I would call it "initial system configuration", maybe? It looks like you have in mind something like the old "yast" in SuSe. There is nothing like that in Debian, AFAIK. At least not something that is shipped by Debian and tailored around Debian. And there is a very good reason for that: you don't have two Debian systems that look exactly the same, so maintaining such a "universal config manager" which allows you to change the system configuration independently of which packages and components you have decided to use would be an enourmous PITA. Debian/Devuan is not a ready-to-use-out-of-the-box distro like Ubuntu or Mint. It's more a pick-what-you-want-and-carry-on distro.
