The archived Devuan jessie is available at archive.devuan.org/merged,
with its Packages files referring to the likewise archived Debian
packages at archive.debian.org/debian.

E.g, you may have the following sources.list line:

deb http://archive.devuan.org/merged jessie main

for accessing the Devuan jessie packages, including the directly
incorporated debian packages.
