This typically happens when the version known to your host is no longer, or not yet, available at the repository. Yes, most country-code domains "*.deb.devuan.org" incluing "us.deb.devuan.org" are aliased to pkgmaster.devuan.org, and its service for those domains renders a 301 redirect to "deb.devuan.org", which then resolves to the mirror collection of IP that obviously included 130.89.148.13 as one of the mirrors.
