Devuan does have support for armel arch:
You can see the Image for RaspBerry Pi 1 here:
http://arm-files.devuan.org/devuan_beowulf_3.0.0_armel_rpi1_0.4.img.xz
It already has all the necessary stuff in it, you don't need the rpi repos :)
