I was a bit scared that the devuan packages might not be the debian buster 
ones. Anyway I bit the bullet and downloaded the debian 
apt_1.8.2.3_amd64.deb package and installed with dpkg -i and cross my 
fingers :-)

Anyway apt and apt-get are back.
