but that *IS* 'the chemical polluter business model' which
is also the spam problem which is also the tragedy of too many
sheep on the commons.
It's cheaper and easier in the short term to pollute, ignore spammers,
and over graze the commons.  The bosses of the shepherds, abuse desks,
and refinery engineers hear only about the costs and problems of not
overgrazing, terminating profitable accounts, and not polluting.
