i think, never.

we're more likely to see TCPCT (see RFC 6013) or SCTP (see RFC 2960) if
we believe that the lightweight session framework we need for DNS is at
ISO L4, or eastlake cookies (see
http://tools.ietf.org/html/draft-eastlake-dnsext-cookies-03) if we think
it's going to be at ISO L5.
