In theory it would be possible. So is herding cats.

DNS is not the appropriate tool to solve this non-DNS problem though.

If you want someone to stop doing naughty things, take them to court. Or get 
law enforcement involved if a crime is being committed. For some definitions of 
crime and law enforcement.
