A few attempts have been made to (sort of) do this. See RFCs 2606, 6761 and 
6762. 

draft-chapin-additional-reserved-tlds-00 is working its way through the IETF. 
Feel free to comment on that in the dnsop mailing list. Though to some extent, 
this I-D documents undelegated TLDs that are already in widespread use and are 
likely to create security or stability problems if they were formally added to 
the root zone. Perhaps .corp (say) might well become a TLD reserved for private 
use because so much stuff is currently, but improperly, using it in that way.
