I notified Mozilla's release management team, and they are tracking this. They believe this is https://bugzilla.mozilla.org/show_bug.cgi?id=1093983, though I'm not 100% sure after reading the comments. Could be separate issues conflated together...
In any case, it would be helpful to the release mgmt team if they had a better idea of the problems this is causing and how critical of an issue it is, in order to better prioritize it (once a true cause has been found).
