On a practical note, I'm only aware of one secure transfer ever happening. http://www.dnssec.nl/nieuws/algemeen/ondersteuning-voor-veilige-verhuizing-van-ondertekende-domeinen-is-compleet.html has a description in Dutch (sorry). The complexity is such that I think secure transfers will be exceedingly rare.
